The 23rd International Conference on Safe Communities – Safe Communities are an Essential Need for a Modern-day Society will be a wonderful opportunity to discuss our shared global mission and vision, sharing best practices and learning from one another, as well as meeting or networking with guests and experts in the field of health and quality of life, injury and violence prevention and safe community building.
Equal right for health and safety is the fundamental premise of WHO Health for all strategy and Health in the 21st Century, as well WHO Global Program on Accident Prevention and Injury Control.
Initiative to improve health and quality of life, injury prevention and safety promotion are based on the WHO initiative are conducted within the International Safe Community Movement under the auspices of the International Safe Community Certifying Center and European Safe Community Network which are our partners and parent organizations.
On behalf of National Center for Injury Prevention and Safety Promotion under International Safe Community Certifying Center and the European Safe Community Network, we have a firm intention to collaborate with all sectors to promote Safe Community model on WHO initiative as a lifestyle and philosophy of life.
The conference organizers are National Center of Injury Prevention and Safety Promotion, International Safe Community Support Center from Novi Sad and International Safe Community Certifying Center from Stockholm.
As the Autonomous Province Vojvodina capital, Novi Sad is its political, economic, university and cultural center well blended with historical traditions and modern developments. Novi Sad is a city one gets to know and love easily, but also a place hard to forget and leave forever. Novi Sad is a simple city, hospitable and open-hearted to all of its visitors, built by the measure of a man.

The International Safe Community movement started forty years ago in Europe and is now worldwide spread. We have reached almost half of the world’s countries there we have active Safe Community programs. The local programs are designated International Safe Communities own responsibility. They serve as models and trendsetters for other communities. International Regional networks work for collaboration between the communities and one important task for them is to organize regional conferences. Our regional conferences are actively attended. 2016 is the year of Regional Conferences. 2017 is the year of one main conference for all. Like the one we recently held in Nan, Thailand in 2015, with almost 1500 participants – a smashing success!
We at the International Safe Community Certifying Centre find this exchange between Safe Community programs basic for development of existing as well as future quality aspects. As you know it is open for any Community to introduce our Quality management system in order to apply for International Safe Community certification and designation as an International Safe Community, which now more than 350 communities have done! We have also almost twenty International Safe Community Support Centers around the world- all of them there to help, stimulate and support. In the turbulent times that we live in nowadays, the issue of safety has been one of the greatest challenges faced by the present-day humankind.
Safety risks to individuals and the community are all around us. From the growing problem of terrorism, through all sorts of violence, human trafficking, ever more intensified and accelerated transport and psychological challenges of the modern and, on many levels, faster way of living, all the way to abuse of information technologies.
Anyone could be a potential victim – children and young people, adults and the elderly, women and men…
The Serbian society is fully aware of the harsh reality. Consequently, at all levels of government in the Republic of Serbia, from state authorities, through provincial to local level and in all fields of social life, significant capacities have been employed to ensure the adequate level of safety for all.
Still, even when the required level of safety is ensured, it does not imply it will be there forever. Hence, it is the task of all of us to never stop fighting for it.
Ensuring the overall safety for each individual, the community, and the entire society is, therefore, a continuous process, whose vital segments include the expert situation analysis and practical experience from all over the world, defining the cause and seeking new and efficient models for solving the problems.
I believe the 23rd International Safe Communities Conference, hosted by our city, Novi Sad, will make a valuable contribution to these particular segments.
This is certainly guaranteed by a wide range of more than relevant topics and such eminent participants in the Conference.

Novi Sad, as the European Capital of Culture in 2021, the Youth Capital of Europe in 2019, as well as the city that has long borne the flattering epithet of ”the Serbian Athens”, has already been recognized as a quality and interesting destination on the map of the European cities.
On the other hand, such an image of our City imposes even greater responsibility to the essential aspects of life, that undeniably includes security, that we should be ahead of others and serve as a good example.
Therefore, we are really pleased that the 23rd International Conference of Safe Communities is being held in Novi Sad.
